Costa Rica has no justice system, every sportsbook in CR could ripoff every customer they have and CR govt wouldnt do a fukin thing about it, hell they havent even shutdown the Cascade website when its been a blatantly obvious scam for 2 years now much less frozen funds (if any funds remain) or arrested the owners. You would think they would at least tell the Cascade scammers they had to stop their scam website but fuk no, CR is a 3rd world hellhole for 90% of the country, the other 10% are rich foreign capitalists who live there to escape laws which would either cost them money or get them arrested in their home country, such as anti-gambling, tax laws etc. The foreigners from "normal" capitalist countries like the Euros and US have no understanding of 3rd world countries, they just DO NOT function like your countries. In Europe or US the feds would be breaking down the door, arresting and seizing funds over the shit Cascade, Bestake and other scam sites have pulled but in CR it's just overlooked.

We talked to Embassy of Costa Rica in Austria. The Consul told me that he can help to give the contact to local Police. He is going to send the phone and e-mail too. Local Police could be a heavy pressure to these scam sportbookers. ( Just a small notice : I still have not received hie letter in spite of the fact that I should have received it this afternoon ... ). With Costa Rica Police is possible to talk only in Spanish. Costa Rica Online Gambling Licensing
While the Central American country Costa Rica is home to more than 200 online gambling companies, it does not actually have legislation specifically designed to deal with gambling over the Internet. The Costa Rican government is of the opinion that the act of wagering does not take place at the location of the operator's gaming servers, so companies residing in the country are able to legally offer Internet wagers to customers all over the world as long as they refuse to accept wagers from individuals located in Costa Rica.
Because of the absence of legislation dealing with online gambling, the businesses and operations of Costa Rica-based gaming companies are not subject to the regulations, monitoring, and testing to which most offshore governments subject their licensees. Most companies are self-regulated. Because there is no official regime to recognize license holders, there is no betting or gaming tax. Instead, companies operate under a "data processing" license.
In September 2007, the Partido Accion Ciudadana introduced a bill that would tax sports books and other electronic betting operations based on the number of employees on their payroll. The annual tax begins at firms with 10 employees with a fee of 10 million colons a year and reaches the top of the scale with a tax of 28.4 million colons for companies with more than 61 employees.
Not long ago government has introduced a new law for obtaining an online gaming license. The new license clearly states “internet gaming” as the licensed business activity. It takes 1-2 months to process the license and have it registered.
The cost for the Costa Rican corporation and license is $15,000 compared to €60,000 -€100,000 to in many other countries. Once you have the license, it is €1000 or $1,500 USD every three months to keep it active.Comment -

Since Moneybookers is located in England maybe it would be better to contact the New Scotland Yard Police
