Officer Stout actually knew the law, upheld it and didn't react to the situation with his feelings, opinions and ego. This should be commonplace or the norm, but it isn't. Stout's demeanor and clear explanations illustrates his knowledge of the law and sets a great example for all public servants and LEOs.

#2141Cop Who Avoided Jail for Kidnapping, Beating Ex-Wife, Arrested 2 Months Later for Breaking Woman’s Arm
Muskogee, OK — As TFTP has consistently reported, police officers in the United States have an exceedingly higher rate of domestic violence than any other occupation. The average rate of domestic violence among most families in America is around 10%. As the National Center for Women and Policing points out, two studies have found that at least 40% of police officer families experience domestic violence. That is a four-fold increase. This number is likely far higher due to the fact that much of this abuse goes unreported and is covered up.
What’s more, when it is not covered up and the officer is caught, they often avoid jail. This was the case out of Muskogee, Oklahoma when disgraced Muskogee officer Mark Vernon Ridley Jr., 47, was sentenced to no jail for kidnapping and beating his then-estranged wife.
Because he never went to jail, Ridley was allowed to allegedly strike again. This time, he was arrested in a bar in Fort Gibson for reportedly breaking a woman’s arm during a fight.
As the Muskogee Phoenix reports:
"Mindy Pinord, according to an affidavit filed by Cherokee County Deputy Jimmy Tannehill in support of the application for an arrest warrant, pushed her way through a crowd gathered around the altercation. On the way, she encountered a man, identified later as Ridley, who allegedly cursed her and squeezed her wrist until it snapped.
Pinord and a friend reportedly began gathering their things to leave. By the time she arrived home, which according to Tannehill’s affidavit was about a 30-minute drive from the bar, Pinord knew there was something wrong with her wrist.
X-rays taken at Wagoner Community Hospital, according to Tannehill’s affidavit, confirmed the woman’s wrist was fractured and would have to be set and cast. She reportedly was referred to an orthopedic specialist.
Tannehill states in his affidavit that Pinord identified Ridley in a photograph while waiting in the hospital emergency room at Wagoner. According to Tannehill’s affidavit, Pinord expressed some reluctance about filing the report due to Ridley’s history as a former police officer and prior felony charges to which he pleaded no contest."
“Mindy stated after much thought she believed this man should have consequences for his actions,” Tannehill states in the affidavit. “Mindy stated at this time she would like to press charges against Mark Ridley Jr.”
Highlighting the special privilege for cops in this incident is the fact that it unfolded in February and the warrant for Ridley’s arrest wasn’t issued until May. Then, it took them five more months to arrest him.
Nevertheless, authorities claim there was no favoritism involved.
“I assure you there was no thought of favoritism here — the fact he’s a former police officer carries no weight with me,” said Assistant District Attorney Eric Jordan. “If anything, that’s a negative because he’s the kind of guy that shouldn’t be doing these kinds of things he’s accused of doing, so I would say that does not work well in his favor.”
Yet somehow his warrant was never enacted.
Sadly, as TFTP reports on a regular basis, this is a situation countless spouses find themselves in from coast to coast. As we reported earlier this year, in an investigation by the Boston Globe found that in most instances of domestic violence, the officers face no discipline much less criminal charges.
According to the report, “of the dozens of State Police and Boston police officers who have been investigated over the past decade for domestic-abuse-related offenses, more than half have gone entirely undisciplined, records show — while some have remained on the job despite multiple allegations against them.”
But it gets worse, even when female cops complain that their husband cops beat them, this was ignored as well.
The Globe’s investigators contacted Lou Reiter, a policing consultant and former deputy police chief with the Los Angeles Police Department, who confirmed this problem is rife from coast to coast.
“Most departments,” explained Reiter, “want to just shut their eyes and cover their ears.”

#2146WATCH: Innocent Teen Paralyzed After Cops Without Lights On Run Car Off Road, Then Flee the Scene
Honolulu, HI — An attorney for several crash victims has released surveillance footage from the night of a major accident in which six people were seriously injured. In the video it appears that three Honolulu cops chase down a Honda Accord before it was run off the road in a horrific crash. Police then flee the scene immediately after — leaving the occupants to suffer and possibly even die.
The footage of the video was released by attorney Michael Stern who is representing the driver of the vehicle that night on Sept. 12. Jonaven Perkins-Sinapati had just left a party and had five other people inside his car when three police vehicles, one of which was unmarked, and none of which had their lights on, began following the car.
According to Stern and the video, the officers pursuing the Honda didn’t have their lights on so Perkins-Sinapati had no idea they were cops. What’s more, according to the video, it was clear that these officers weren’t acting like cops.
According to Honolulu Civil Beat, who first obtained the video from Perkins, moments after the video was shot, the Honda carrying Perkins-Sinapati and five other people veered off the road, struck a concrete curb, collided with trees and continued over a concrete wall at the intersection of Orange Street and Farrington Highway, seriously injuring five of the occupants, according to Stern and an HPD report detailing the crash.
According to attorneys representing the other occupants of the car and one of the passengers, 20-year-old Justus Sinapati Mason, the unmarked Toyota 4-Runner was responsible for running the Honda off the road.
When the Honolulu Police Department was questioned about the crash, HPD spokesperson Michelle Yu told reporters, “The three officers had their police powers removed following the incident and have been reassigned to non-patrol duties. The criminal and administrative investigations are ongoing.”
As the video shows, the Honda passes the 7-Eleven gas station as it is being pursued by the 4-Runner and two marked vehicles. After the Honda crashes off camera, the three police vehicles flee the scene by circling back in front of the gas station.
The 4-Runner is seen pulling up next to a marked vehicle before they both pull off in the opposite direction, followed by the other cruiser.
“So clearly they went around the back after the accident, maybe Jade Street or something,” Stern said. “And they still have lights off on top of that.”
According to Stern, the officers should have never pursued the Honda that night after they left the party. What’s more, the three cops who have been suspended for allegedly causing and then fleeing the crash, were responsible for breaking up the party in the first place — leading to speculation about a personal issue at hand.
“It was probably about 4.2 miles from the beach to where the accident happened,” Stern said. “They were being followed with no lights on so they didn’t know who was behind them.”
“Police are required to have their lights on and, if the clients or the driver had done anything wrong, then they would have been pulled over. Nothing like that ever happened,” he said.
Tragically, Jonaven Perkins-Sinapati, the driver, was critically injured during the crash and is still on life support. Another passenger, Dayten Gouveia was paralyzed from the waist down. Two others suffered fractured spines and another was left blinded in one eye from glass shards.
Adding to the suspect nature of the crash is the fact that HPD originally listed the crash as a “single car accident” but then removed the post from their website.
“They just caused the accident, left, and tried to cover it up,” Stern said. “A lot of people are going to suffer for the rest of their lives. I’ve handled 2,000 auto accidents. I’ve never had anything close to this.”
While no amount of money will ever undo the damages caused by this crash, at least the video below will allow the victims to seek compensation and possibly lead to the officers involved being held accountable.

JOHNSON CITY, Tenn. (WCYB) — A Johnson City police officer accused of threatening to kill his girlfriend has been arrested.
According to court documents, 46-year-old David Smith was charged with aggravated domestic assault.
The incident happened early Saturday morning at the home Smith shares with the victim. The victim told police Smith had consumed four beers and started arguing with her.
Smith is accused of shoving the victim into cabinets, placing a gun to her head and telling her multiple times he was going to kill her.
The victim ran from the house and drove to the Johnson City Police Department. The report says Smith agreed to meet with sheriff’s deputies at his home where he asked for an attorney before answering questions.
He was arrested and booked into jail.

#2152Cop Arrested for Murder After Shooting Unarmed Teen in Head Over School Fight on Video
Long Beach, CA — The family of Mona Rodriguez was shocked and heartbroken last month after their 18-year-old daughter was shot in the head by a Long Beach Unified School District police officer. Rodriguez, who was unarmed and presenting no threat to the cop who shot her, was kept on life support for several days after the shooting until she passed away days later on October 5.
The shooting was captured on video and was apparently so over the top that the cop who shot her, Long Beach school safety officer Eddie F. Gonzalez, 51, has been charged with first-degree murder.
“I just want justice for my girl, my baby mama, my love of my life that I can’t get back ever again,” her boyfriend and father of their child, Rafeul Chowdhury said tearfully after she was shot. “I don’t know what to do with my 5-month-old son.”
Now, he may actually see that justice.
The LA Times reports that Los Angeles County Dist. Atty. George Gascón, who has promised to more aggressively pursue law enforcement officers who use excessive force, announced the charges during a news conference in downtown Los Angeles on Wednesday afternoon.
“This case really illustrates the importance of holding public officials accountable,” he said. “Especially public officials that are entrusted with the safety of our family and our kids.”
The incident unfolded out front of Millikan High School in Long Beach. Though Rodriguez was not a student at the school, she was allegedly involved in a fight with another teen outside the campus.
When officer Gonzalez showed up, Rodriguez got in her boyfriend’s car to flee at which point the officer resorted to deadly force. A student captured the officer on video needlessly firing off two rounds as the car — which was not being driven by Rodriguez — tried to drive away.
At no time was the officer or anyone else near Rodriguez’ car in danger, yet he opened fire anyway. Aidan Altobello, the student who filmed the shooting, told CBS Los Angeles at the time that he had no idea why the officer shot.
“I just saw two girls fighting, and one got in the car, and that’s when they scurried off and the dude shot at them,” he said.Shahriear Chowdhury, Rafeul’s younger brother, was in the back seat on the passenger’s side behind Rodriguez when the cop opened fire.
“One of the bullets went through the door, I could have been shot in the rib,” Shahriear Chowdhury said. “The other went through the window where it got Mona.”Rafeul told KTLA that the officer never told them to stop and they were simply trying to drive off when he opened fire.
“All we did is just got in the car and left,” Chowdhury told the outlet. “He never told us to stop anytime soon, and the way he shot us, it wasn’t right.”
“It’s an unfortunate and unnecessary death that left a 6-month-old without a mother, a family without a daughter and clearly a tremendous loss to our entire community,” Gascón said.
Highlighting the unnecessary nature of the shooting is the fact that no one involved in the alleged fight or driving away has been charged.
The family has since retained an attorney.
“There’s no excuse, no justification for this officer shooting in the rear passenger-side window of a car with a woman who’s unarmed. Everyone in the car was unarmed,” their attorney said. “And the fact is, he shot at someone in the passenger seat with no regard for anyone’s life in the car.”
“The only way we stop these safety officers from shooting unarmed people and killing them is by having them prosecuted and held accountable for what they’ve done wrong to members of the community,” he said.

#2155Highest Paid City Employee Who Made $450K in 2020, Was a Cop Who Was Fired SEVEN TIMES
All too often we hear from the echo chamber that police in America are under paid and over worked. And while some departments are certainly under the national average, many cops across the country make well into six figures annually. As TFTP has reported, some cops’ salaries are so exorbitant that they often times become some of the highest paid government employees in the city.
San Antonio police department Lt. Lee Rakun became one of these cops in 2020. The now-disgraced officer raked in nearly half a million dollars in compensation last year, making him the highest paid employee in the city — higher even than City Manager Erik Walsh, who earned about $440,620.
He won’t be enjoying that salary this year, however, as he was arrested on charges that include aggravated kidnapping, animal cruelty and attempted murder after he tried to kill another cop in Tennessee in July.
What makes Rakun’s massive $447,000 payroll last year so repugnant is the fact that he had no business being a cop. This man had been suspended, literally dozens of times and even fired on 7 different occasions over the course of his decades-long career.
Thanks to the system that was set up by cops to protect bad cops, however, the firings, the suspensions, and the discipline meant nothing and Rakun was allowed to appeal all of them and remain a cop, despite repeated violations.
According to the San Antonio Express News, under state law, officers have the right to appeal firings to a “qualified neutral arbitrator.” There are no limits to an arbitrator’s authority to re-evaluate disciplinary decisions.
Not only was Rakun reinstated after all of his firings, but he was given back pay as well.
The offenses for which Rakun were fired were no small matter either. In one instance, he was fired after lying during an internal affairs investigation over not one but two instances of domestic violence on dates. He was suspended and fired, fought it, and was reinstated a year later, with back pay.
“This is my last debacle,” he told the San Antonio Express-News that year. Clearly that was a lie.
Rakun would go on to be fired several more times for spewing racist and homophobic slurs at fellow cops, and leaving work before his shift was over. Every time he was fired, he was then reinstated with back pay.
In February of 2020, he would finally announce his retirement and this would be the highest year on record for his payroll. Five months later and he was back with the police — this time, however, he was on the other side of the bars.
On July 13, in Tennessee, sheriff’s deputies responding to a domestic disturbance call found Rakun and another man — who’d been stabbed — running from the scene.
During the chase, Rakun shot at one of the deputies, according to Sevier County Chief Deputy Jeff McCarter. When the deputy fired back, he hit Rakun before arresting him and bringing him to jail.
Rakun was booked on charges that included attempted first-degree murder, two counts of attempted second-degree murder, two counts of aggravated assault, two counts of aggravated kidnapping, leaving the scene of an accident, aggravated cruelty to animals and possession of a firearm during a felony, McCarter said.
The cruelty to animals charge came after Rakun allegedly shot someone’s dog during the debacle. You cannot make this up.
After he was booked on all the charges, Rakun had no problem posting the $500,000 bail — thanks to his half million windfall last year — and is currently out, awaiting charges.
If and when he gets found guilty, it is extremely likely that Rakun will continue to receive his taxpayer funded pension for the rest of his life.
Indeed, as TFTP reported earlier this month, tens of millions of dollars are flowing into the bank accounts of criminal cops who violated the laws they’re tasked with upholding. These are no petty offenses either, as many of these cops have been convicted of heinous crimes like child rape, murder, sexual assault and severe abuses of authority.

#2163Cops Charged with Burglary, Murder After Breaking into Man’s Home, Shooting Him 76 Times
Atlanta, GA — The family of a 26-year-old Atlanta man who was killed after police shot him 76 times, thought for years that their only course of action was a civil rights lawsuit against the officers involved. However, this month, five years after Jamarion Robinson was gunned down in his own home, the officers who killed him are being held to account.
Eric Heinze, an assistant chief inspector with the US Marshal’s Southeast Regional Fugitive Task Force, and Kristopher Hutchens, a Clayton County police officer working with the task force, have now been charged with felony murder.
In addition to the two counts of murder, both officers were charged with aggravated assault, burglary, making false statements and violation of oath by a public officer.
Though no body camera footage exists, the sheer number of bullet holes in Robinson’s body is enough to dispel any myth of appropriate and necessary force.
“Over 90 rounds were fired at my son, flash-bang grenades were thrown at him, landed on him, burning him. Somebody walked up the stairs, stood over him, and shot down into his body two more times. After that he was handcuffed and drug down a flight of stairs,” his mother, Monteria Robinson, said. “My son’s body is all the bodycam you need. I wake up every day with anxiety. I’ve been in fight mode ever since my son was killed. I want closure.”
Before police killed him, Robinson had never been arrested or convicted of a crime. He was merely in a mental health crisis and it ended in his brutal execution.
In August of 2016, police broke down the door of Jamarion Robinson’s girlfriend’s home in Parkside Camp Creek Luxury Apartments and began spraying the interior of the apartment with bullets. Robinson was killed by multiple police task force officers from several different departments, including the U.S. Marshal Service.
On that fateful day in August, police were serving a warrant for Robinson’s arrest. Police claimed that during a previous confrontation, Robinson had pointed a gun at officers. However, according to multiple accounts, at the time of the shooting, Robinson presented no threat to police. What’s more, he was only “believed” to have been the man who pointed a gun at officers before fleeing.
“At the time of the shooting, Jamarion Robinson presented no threat to the defendant officers or anyone else,” according to the lawsuit.
The lawsuit claims that Robinson had been diagnosed with schizophrenia and that the responding officers were never trained in dealing with the mentally ill.
A private detective hired by Robinson’s mother uncovered evidence of gunshots fired straight into the ground where her son’s body was lying — indicating that an officer or officers walked up to his body, stood over it, and fired at point blank range just to finish him off. Cellphone video from a nearby apartment recorded gunfire from police for nearly three minutes and backs up these claims.
As the AJC reported:
"The complaint accuses officers of knocking at the apartment door, but then immediately breaking the door down and 'spraying' the interior with 9 mm and .40 mm submachine guns and .40 mm Glock pistols.
It also accuses the U.S. Marshals involved with the task force of tampering with evidence by handcuffing Robinson at the apartment, after he was dead from his gunshot wounds, and throwing a flash grenade into the apartment.
The lawsuit was filed against eight named law enforcement officers from a number of different law enforcement agencies, as well as 11 unidentified officers. It alleges that the officers used excessive force, manipulated evidence falsified reports."
According to the lawsuit, somewhere between 59 and 76 bullets or more were found to enter the body of Robinson, killing him. The officers involved were named in the suit and are from the Atlanta Police, East Point Police, Fulton County Police, Clayton County Fire and Police departments, the Fayette County Sheriff’s Office and the U.S. Marshals Service.
“I want to know why 76 bullets entered my son’s body,” said Monteria Robinson at the time of the lawsuit.
The lawsuit claims the officers “conspired among and between themselves to unreasonably stop, seize, shoot and injure Jamarion Robinson in violation of his Constitutional rights, to destroy and fabricate evidence, to complete false, inaccurate and misleading reports, and to make false statements to superior officers in order to conceal their wrongdoing.”
Now, the charges appear to reflect everything they said in the lawsuit.
