    Scappoose police officer faces 13-count indictment, accused of taking drug evidence, official misconduct

    A Scappoose police officer was arraigned on a 13-count indictment Monday charging him with nine counts of official misconduct, two counts of unlawful delivery of Oxycodone and one count each of tampering with physical evidence and attempted delivery of Oxycodone.

    Troy Alan Gainer, who joined the police department in August 2004, is accused of taking drugs from police evidence rooms for personal use and soliciting the delivery of Oxycodone from a woman and another man as early as 2018, according to the indictment.

    He’s accused of taking drugs from the St. Helens Police Department and Columbia County Sheriff’s Office for personal use and failing to package them for disposal between July 1, 2019, and Nov. 1, 2020.He’s also accused of entering the Scappoose Police Department property room while off duty last Oct. 15 to obtain drugs for personal use, according to the indictment.

    On Jan. 19, 2020, Gainer is accused of tampering with drug evidence that was about to be used in his prosecution, the indictment says.

    A grand jury heard testimony in the case on June 1, 8 and 15 and returned the indictment on June 23.Gainer’s repeated visits to the Columbia County Sheriff’s Office, offering to take to a local incinerator any prescriptions dropped off at the office by residents under its prescription drop-off and drug disposal program is what drew suspicion about the officer and led to an investigation.

    On Monday, Gainer entered a not guilty plea to all counts of the indictment during his first appearance in Columbia County Circuit Court.

    “Troy cooperated during the investigation and sat down with Forest Grove investigators,” said his lawyer, Dan Thenell. “We have seen the indictment but not the discovery, and therefore, are not aware of what the state’s evidence is to support these charges.”

    Gainer started as a reserve officer for Scappoose police in September 2000 before he was hired as a full officer in 2004. He was promoted to sergeant on Sept. 25, 2014, but then took a voluntary demotion on March 6, 2017, according to state certification records.

    In September 2018, Gainer was assigned to serve as the school resource officer for the Scappoose School District.

    Gainer has been placed on unpaid administrative leave, pending the outcome of the criminal prosecution and an internal affairs investigation, according to Scappoose Police Chief Norm Miller.

    “As a policy, the City of Scappoose does not comment on personnel matters,” the chief said in a prepared release. “That said, the Scappoose Police Department remains firm in our resolve to serve in a manner that reflects our mission – dedication to the safety and livability of our community by holding ourselves accountable to the highest standards of excellence and professionalism.”

            Parents Thought This Cop Was Protecting Their Kids at School — He was Raping Them

            Clearwater County, MI — While most parents of school children in the United States will take comfort in knowing a police officer is at their child’s school, all too often, school cops are caught committing the vilest of offenses. As the following case out of Clearwater County, Michigan illustrates, “protection and safety” are the last things the students of Bagley High School received from their school cop.

            Neil Dolan, 34, who was a deputy with the Clearwater County Sheriff’s Office, was charged in 2019 with multiple counts of criminal sexual misconduct after a 9th grader came forward and told investigators that this armed man, in his full police uniform, forced them to have sex with him inside the school office. His alleged victim was just 15-years-old at the time of the assault.

            Since then, another 14-year-old girl came forward with similar accusations and this week, Dolan pleaded guilty to first-degree criminal sexual conduct, and second-degree criminal sexual conduct for the rape of the two children. Another second-degree criminal sexual charge and a third-degree criminal sexual charge were dismissed with a plea agreement, according to the Bemidji Pioneer.

            The Pioneer reports:

            "According to two criminal complaints, one filed in November 2019 and another with additional charges in March 2020, Dolan groomed students at Bagley High School and would offer snacks, treats, drinks and other incentives to students while in his office, where he would often lock the doors and cover the windows.

            He would communicate with a number of students via Snapchat, including sending photos of his penis. Snapchat is a messaging app where photos and messages only appear for a certain amount of time unless they’re saved or screenshots are taken.

            The complaints state that two students, when they were 14 or 15 years old, spanning from 2016 to 2019, were assaulted in Dolan’s office at the school. Both students asked Dolan to stop. Dolan would then ask them not to tell anybody, saying he could get in trouble."

            At the time of his arrest in 2019, Clearwater County Sheriff Darin Halverson said this caught the entire department by surprise as Dolan has been with them for nearly a decade. The sheriff told reporters that there were no signs of misconduct on the part of Dolan, who plays other roles in the Clearwater County community, including emergency manager and football coach, according to the Pioneer.

            But this was simply not true. According to other court documents, Dolan’s sexual misconduct with students dates back nearly a decade. In 2012, a school employee “walked in on Dolan when a seventh-grade student was straddling him while seated in a chair in his office. Following that, the document alleges, Dolan put paper in his office windows and later moved his office to another part of the school. Dolan remained employed at the school until he was arrested in the fall of 2019.”

            What’s more, according to the court documents, this serial predator had more than a dozen victims throughout the school district and when he worked as a Many Point Boy Scout camp program director.

            According to court documents, during his role as camp director in the summers of 2015-2018, Dolan sexually assaulted a child each year. At times, according to the documents, Dolan held a boy down, pinning him onto a bed and attempted to rape him. Despite these accusations, Dolan remained employed at the school and allowed to continue preying on children.

            On July 12, this monster will be sentenced for his crimes. The maximum penalty for first-degree criminal sexual conduct is 30 years in prison, a $40,000 fine or both. The maximum for a second-degree charge is 25 years in prison, a $30,000 fine or both. Hopefully he gets the maximum and is never allowed around children again.

            Sadly, however, in the land of the free, child sex abusers get far less time in jail than people caught with a plant. Disgusting indeed.

            As frequent readers of the Free Thought Project know, there is a pattern of police officers getting caught preying on children, raping women, and committing other unspeakable crimes—and never going to jail.

                Off-Duty Road Raging Cop Chases Down Teen, Shoots Him — NOT Arrested

                East Greenwich, RI — If the average citizen chased down a motorist, blocked them into a parking lot and opened fire on them in an act of road rage, rest assured that person would be immediately arrested. However, because of blue privilege, an off-duty Pawtucket police officer — in a fit of road rage — was seen on video chasing down an 18-year-old, shooting him as he tried to get away, and was not arrested.

                Pawtucket Police Chief Richard Ramsay explained that the obvious act of road rage you’ll see in the video below started on Interstate 95 and continued off of exit 6. On June 23, police responded to a report of shots fired in a parking lot and when officers arrived, they learned the Pawtucket police officer had shot the 18-year-old West Greenwich resident in the arm.

                Ramsay explained to local media that the teen was taken to Rhode Island Hospital and is expected to survive. Though the chief mentioned that the officer is cooperating in the investigation, there has been no mention of charges or an explanation of why the officer was not charged.

                As the video below shows, the off duty cop is in the white pickup truck and appears to be chasing the black car. When the black car pulls off to attempt to let his crazed stalker drive by, the crazed stalker tries to block him in before jumping from his truck.

                The off duty cop then grabs something from his hip — presumably a gun — and chases down the black car as it attempts to get away.

                Chief Ramsay noted in a statement that the cop used his department issued weapon when he shot the teen. He also noted that the officer involved is on administrative leave.

                In a statement, Acting Public Safety Director Chief Tina Goncalves said:

                "On Wednesday June 23rd at approximately 8pm the Pawtucket Police Department was notified by an off-duty officer that he was involved in a shooting in West Greenwich. There is a protocol in place with all officer-involved shootings that the investigation is handled by the Office of the Attorney General, the State Police, and the local jurisdiction where the incident occurred. The Pawtucket Police Department is waiting for further information on the investigation. Pending that, the officer has been placed on administrative leave. Any and all questions should be deferred to the Attorney General’s Office."

                According to Rhode Island’s Stand Your Ground law, anywhere outside your home, before deadly force is legal, there is a duty to retreat — meaning, if you can get away without using deadly force, you must do so.

                It is clear in the video below that this officer not only failed to retreat, but actually provoked a situation in which he was the aggressor and blocked a person in who was retreating. If the 18-year-old would have shot the officer, the 18-year-old would have been more justified in the shooting than the cop who shot him.

                Anyone who watches the video can clearly see that the use of deadly force was not made in self-defense, making it an act of assault. Had anyone but a police officer used such deadly force against another motorist, rest assured they would be in jail right now.

                Off-Duty Cop Arrested After Drinking Beer, Chasing Innocent Teens, Shooting One of Them

                Finally, however, Officer Daniel Dolan’s blue privilege ran out and he was charged on Thursday with three counts of felony assault and one count of discharging a firearm in a crime of violence, which is also a felony.

                According to investigators, Dolan told them that he saw a black Audi, driven by the victim, Dominic Vincent, 18, driving fast down the highway and assumed they were involved in a police chase — though no other cop cars were around and the Audi was not evading anyone.

                Perhaps Dolan thought this because he admitted to investigators that he had just left the liquor store where he bought a six pack and began drinking — while driving.

                Imagine the audacity and sheer brazen above-the-law attitude it would take to attempt to pull over a car, while off duty, and while drinking. There is no need to imagine, since it is depicted in the video below.

                Vincent was simply travelling with two other teens to a pizza restaurant to pick up some pizzas before heading home to watch an NBA game. When Vincent tried to park to get his pizza, a drinking lunatic with a badge tried to kill him. Luckily, he didn’t kill the teen.

                As the video below shows, Dolan is in the white pickup truck and appears to be chasing the black car. When Vincent pulls into the pizza place, Dolan tries to block him in before jumping from his truck.

                The off duty cop then grabs something from his hip — presumably his badge — and chases down the black car as it attempts to get away.

                As Vincent backed up, the raging lunatic chased after him before opening fire on a car full of innocent teenagers.

                Dolan claimed that he was showing his badge so the teen should have stopped, yet he was in a personal vehicle, in plain clothes, drinking beer, and acting like a mad man when trying to stop the teen. It was for these reasons that Vincent did not stop.

                Predictably, Dolan claimed he was forced to fire the shot because he feared for his life, saying the Audi was going to run him over.

                “I heard my brother (Joseph) say, ‘Dominic, drive, we’re gonna die,’” Vincent Greco said.

                Dominic Vincent said Dolan told him “you’re about to get shot,” right before firing his weapon.

                Vincent then sped off before eventually stopping to wrap a sweatshirt around his arm. Dolan then came up to them again and began questioning Vincent as if he was the one who committed a crime.

                “I’m like … why does it matter what I’m doing, like, you — you just shot me,” Vincent told police, according to a transcript of his interview with detectives, as reported by WPRI. “He’s just babbling on about how he wanted to get home to his kids, and I tried to run him over, which as I’ve stated multiple times, you can’t run someone over when you’re next to you.”

                Naturally, Dolan’s police union appointed attorney, Michael J. Colucci, claims Dolan violated no laws and says his client had every right to stop the teens and open fire on them.


                “In various circumstances, police officers, even when off-duty, are expected to take action if they can, when they see something afoot,” Colucci said.

                But nothing was afoot.

                                John Goodman Arrested for Child Pornography

                                Actor John Goodman was not arrested for child pornography on Thursday, but a former Hendry County Sheriff's Office (HCSO) deputy with the same first and last name was. John Charles Goodman was arrested Thursday when his former fellow deputies raided his Clewiston home as part of a child pornography sting.

                                According to media reports, Goodman sent nude images of a pre-teen girl to an undercover agent using the popular messaging app Kik. After analyzing the chats, police were able to identify former deputy Goodman. He is now charged with distribution of child pornography and using a minor in the production of child pornography.

                                Also according to media reports, Goodman was a HCSO deputy in the early 2000s. He started off as a correctional officer in the year 2000 before being reassigned to road patrol in 2001. He was fired in 2002 for violating the department's "moral character standards" but we have no more information beyond that vague phrase.

                                  A former Miccosukee police officer accused of forcing two teens to strip naked and run down a secluded road in the Everglades during a 2016 traffic stop will be spending the next decade behind bars.

                                  Michael Martinez was sentenced to 10 years in state prison Wednesday, after a jury found him guilty in October of two counts each of extortion and unlawful compensation.

                                  Martinez, 30, had pulled the two teens over after they ran a stop sign on Aug. 5, 2016. After he found a small amount of marijuana in the car, Martinez told the teens to follow him down a secluded road, then told them they'd go to jail if they didn't strip naked.

                                  Once they were naked, Martinez forced the teens to run down the road, then tried to get the teen girl to perform a sex act on him, prosecutors said. The victims, who were 18 at the time, said they felt they had no option but to do what Martinez said.

                                  Martinez remains behind bars, but a judge has allowed him to be released on $20,000 bond while he appeals the convictions.

                                  Cop Gets 10 Years for Pulling Over Teen Couple, Forcing Them to Strip Naked, Solicited Sex Act

                                  Fort Lauderdale, FL — Teenagers Kyle Shoulta and his then-girlfriend Remy Riley were on their way to a concert back in 2016 when they were pulled over by a Miccosukee Police officer. This would not be your average police extortion and what unfolded next has just landed disgraced officer Michael Martinez in prison for the next 10 years.

                                  On that fateful night on August 5, 2016, Shoulta and Riley were travelling to a concert and had marijuana and alcohol in their car. Officer Martinez accused the couple of rolling a stop sign and pulled them over.

                                  During the stop, Martinez found the booze and marijuana and knew he had these kids in the palm of his hand. Instead of arresting them, Martinez told the couple to follow him out to a remote area where, he would offer them a deal to avoid jail.

                                  As evidence of their extortion, Shoulta filmed the drive to the remote area before Martinez acted out his sick desires. “If you want to avoid jail, you must strip naked and run,” Martinez told the couple, according to court documents.

                                  “I was given a choice of go to jail or run, so I took the choice to run naked,” Shoulta said on the witness stand during the trial.

                                  Shoulta explained to the courtroom that he stripped naked and ran first and during that time, Martinez solicited a sex act. The details of that act are not immediately clear.

                                  “I took my pants off. I took my shirt off,” Riley said. “I kind of looked at him like, ‘Is this enough?’ He’s like, ‘That’s it?’ I turned around from them. I turned away. I took my underwear off. I took my bra off. I ran in the opposite direction holding myself. I ran back in the opposite direction holding myself. While I’m in the middle of holding myself, he’s kind of like, ‘Move your hands away from your body so I can see.’”

                                  “That is not what I wanted to do. I felt like I had no choice,” Riley said on the stand as she fought back tears, according to WSVN. “At 18 years old, I don’t feel like you should know what to do. I felt like that was his job.”

                                  The testimony from the teens was enough to convict Martinez in 2019. He was found guilty of extortion and was facing the possibility of 60 years in prison.

                                  “This case is a testament to the courage of the victims,” said prosecutor Justin McCormack. “If not for their bravery reporting the incident and coming back to Broward County to testify, the defendant could still victimize others and could continue to tarnish the badge.”

                                  However, he served no jail and immediately appealed it as the judge allowed him out on bail. It would take another two years for Martinez to be sentenced — again.

                                  At his sentencing hearing this week, Shoulta showed up once again to face his abuser.

                                  “One of the victims actually made his way down here today, because he wanted to see this to get some sort of sense of closure,” prosecutor Chris Killoran said.

                                  Shoulta, now in his 20s, sat across from Martinez and detailed the events once more for the court.

                                  Following the testimony, Martinez was sentenced to 10 years and led directly to prison in handcuffs — where it is now his turn to strip naked in front of other officers.

                                          Cop Shoots Unarmed Man in the Back, Claims Gun ‘Just Went Off’

                                          Tarboro, NC — A man who should have simply been arrested and done his time for his crime will now likely receive a hefty taxpayer-funded settlement thanks to a cop who shot him in the back. The Tarboro police department is now conducting damage control by claiming that the officer’s gun simply “went off.”

                                          According to police, they were holding an unconstitutional checkpoint last week, called a “traffic safety checking station” when the incident unfolded. During the checkpoint, police claimed to have smelled alcohol and marijuana on 30-year-old Christopher Tervon Harris.

                                          When police demanded that Harris pull off to the side for further investigation, he fled the scene initiating a police chase. As police pursued Harris, he wrecked into another vehicle before exiting his vehicle and fleeing on foot.

                                          According to police, as the Tarboro officer attempted to detain the fleeing driver, his firearm “went off,” causing non-life-threatening injuries to Harris.

                                          According to ABC11, the Tarboro Police Department charged Harris with felony speeding to elude arrest, possession with intent to sell/driver cocaine, resist /delay/obstruct a public officer; and careless and reckless driving. He was released on a $10,000 unsecured bond.

                                          The Tarboro police department says it is now investigating the incident and the unnamed officer remains on administrative leave as per the department’s policy.

                                          A point that does not help the officer’s claims that his gun just went off is the fact that Harris was the second person in just 48 hours to be shot by the Tarboro police department.Before Harris was shot, Craig Locklear, 49, also fled police and was also shot. However, he was not as lucky as Harris and died at the scene.

                                          Aside from the above the law treatment of this officer, the excuse of the weapon accidentally discharging is nothing short of asinine.

                                          Guns do not fire themselves.

                                          Weapons companies spend a significant amount of time and money making sure their guns don’t simply ‘go off.’ While it is entirely possible for older single action revolvers, which required the hammer to be cocked, to go off when dropped, the idea of a modern pistol accidentally firing without someone pulling the trigger is simply absurd.

                                          There are more guns than people in the United States. It is estimated that Americans own around 357 million firearms. If these weapons were so prone to accidentally firing, there would be a lot of dead Americans. However, that is clearly not the case.

                                          The reality is that these cases of guns “accidentally firing” most always involve police, who are entrusted by the public to responsibly carry weapons, failing miserably at their jobs. You could rest assured that if a mere citizen were to shoot their fellow citizen ‘accidentally’ they would be cast out by the anti-gun crowd and plastered across the mainstream media. They would also be in jail.

                                          However, if your job is to carry a firearm for a living to ostensibly protect society and you cause injury to others by shooting them in their back — you are immediately presumed innocent and given special treatment.

                                          In fact, TFTP reported on several instances in a single week in which officers “accidentally” fired their weapons. Some of the unintended victims were shot as well.

                                          At a Halloween party, another cop in North Carolina shot and severely injured her own daughter as she showed off her service weapon. Like this officer, she was not charged.

                                          Prior to that shooting, a cop in Ohio fired his weapon into a daycare center — while it was fully occupied. He was also not charged.

                                          During a wrestling tournament at Fowlerville High School in 2018, panic ensued as a gun shot rang out. The shot was fired from the gun of an off-duty Flint police officer who was there to watch his son wrestle.

                                          “A parent had a revolver in their pocket that discharged somehow and went off in the middle of our wrestling tournament,” said Steve Richardson, an official with Michigan USA Wrestling.

                                          That parent was a police officer whose identity was protected and who was not arrested—two privileges that would most assuredly not be given to a civilian who accidentally fired off a round in a school.

                                          “After the police were here and did their investigation and did what they had to do, we were able to resume wrestling and finish our tournament,” Richardson said.

                                          According to the school, the cop shot the gun while he stood up sending the bullet into the floor. Luckily the floor was wooden and the bullet did not ricochet and kill a child. However, multiple people were injured as children and adults trampled each other.

                                                San Antonio Officer Dezi Rios Arrested for DWI - Has Road Rage History

                                                San Antonio Police Department (SAPD) officer Dezi Rios was arrested last night for drunk driving as well as failure to stop and provide information. This is just the latest demonstration of bad character by Rios who shot two people during a road rage incident in 2018. He has been suspended without pay pending the outcome of the new case.

                                                The SAPD says that Rios was off duty when he got into an accident with a 61 year old man and fled the scene. The man followed Rios and confronted him. Police say that Rios assaulted the old man during the confrontation, but for some reason he has not been charged with assault. However, the investigation is ongoing and the statute of limitations is far from expired, so hopefully he will face assault charges soon.

                                                In 2018 Rios got into an off-duty shootout with Demontae Walker in the parking lot at the AllStars Gentlemen's Club. Both men were shot multiple times and Walker's cousin was shot in the head but survived. Walker was left paralyzed and charged with a crime. Rios was suspended for just 15 days even though the investigation revealed that he had been drinking prior to the shooting. Walker's attorney Charles Adams said, "I think it's about time that he has been charged with a crime. He is an awful, awful person and a bully."                                                       Sadistic Cop Seen on Video Stabbing a Handcuffed Man With a Key Multiple Times

                                                      Louisville, KY — The Louisville Metropolitan Police Department is no stranger to controversy. The department has been caught in every scheme imaginable — from running child sex rings, to the wholesale execution of innocent people in their own homes like Breonna Taylor. Their brazen disregard for the law is palpable which is why the following incident is shocking but not surprising.

                                                      LMPD officer Robert Jones was in court this week after he was arrested for beating his girlfriend. While domestic violence among police is certainly a noteworthy subject, that is not what this article is about. Jones should have been arrested well before beating his girlfriend after body camera footage caught an utterly sadistic act on video.

                                                      Officer Jones’ conduct was so disturbing that it actually prompted other officers to turn him in after they witnessed it. The officer’s arrest prompted an open records request for the body camera footage which shows Jones stabbing a handcuffed man in the ribs with a key.

                                                      As the video shows, Jones is with another officer arresting a shirtless man for unknown reasons. The man is not resisting in any sense of the word and as he is hunched over the hood of the patrol vehicle, Jones grabs a massive key, jabs it into the man’s ribs and twists it to deliberately cause pain and suffering. Then for good measure, he does it again.

                                                      “Dude, that hurts,” the suspect says.

                                                      “You’ll be fine,” Jones replies.

                                                      The man has no idea what is happening to him other than he is experiencing extreme pain.

                                                      “Ow, what is that?” he says.

                                                      The abuse was so over the top, Jones’ partner tells him to knock it off.

                                                      “Jones, stop,” the other officer says.

                                                      According to the open records request, that officer would later tell the LMPD Professional Standards Unit investigators that Jones stabbed a man with a key for no reason and Jones was subsequently investigated for a use of force violation.

                                                      “He pretty much went underneath the suspect’s right arm and got him in, poked him the rib, and pretty much jabbed it,” one officer told PSU investigators, according to WAVE 3.

                                                      During the investigation, Jones would go on to claim his emotions got the best of him despite not being involved in the chase that led up to the man’s arrest.

                                                      “I made a bad mistake and I’m not attempting to justify what I did at all,” Jones wrote.

                                                      TFTP actually reported on Jones back in April when he was originally arrested and it turns out he had a history of violence.

                                                      "Jones is accused of invading a woman’s home, holding a gun to her head, and beating her for several hours while keeping her prisoner in the basement. He now faces charges of first-degree burglary, first-degree unlawful imprisonment, first-degree wanton endangerment and fourth-degree domestic violence assault causing minor injury, according to court records."

                                                      Jones was apparently a repeat offender and a previous partner of his accused him of using violence as well but Jones was never fired.

                                                      “He has threatened her,” an investigator testified during court. “He has exhibited some mental health issues towards her. He has also threatened to burn her house down.”

                                                      Apparently the department never acted on any of this information and Jones was allowed to keep his job until he actually broke into his ex-girlfriend’s home and nearly killed her. This is the problem with blue privilege.

                                                              Alleged Serial Rapist Cop Used Dating Apps to Find Victims, Drug Them, & Violently Rape Them

                                                              When women saw his profile on dating apps, they likely felt comfort knowing the blind date they were about to attend was with a cop. However, that Birmingham Alabama Police Department officer was accused last week of rape. Following a complaint submitted to the police department an investigation was initiated which involved Birmingham Police Department’s Tactical Operations Precinct, its Special Victim’s Unit, and investigators inside the Jefferson County District Attorney’s Office. According to the evidence, it appears that officer Matthew Wilcox was a serial rapist.

                                                              A search warrant was obtained for Wilcox’ home which uncovered a cache of weapons and drugs. Wilcox, 37, was subsequently arrested and charged with 1st Degree rape, unlawful possession of a controlled substance, unlawful possession of marijuana, and unlawful possession of drug paraphernalia.

                                                              Wilcox was transported to the Jefferson County Jail and later released when the officer, who was promptly relieved of his duties, posted bail in the amount of $26,000. Wilcox has been a member of the police department since 2019 and was assigned to patrol units.

                                                              Wilcox was allowed to resign from the Birmingham Police Department on Tuesday. Prior to joining the force in 2019, Wilcox served 9 years as a police officer with the University of Alabama Birmingham. Birmingham Police Department Chief Patrick Smith held a press conference and, one could conclude, was visibly shaken at the charges one of his officers was an alleged rapist. In a press conference held this week, Smith revealed some of the details of the investigation as well as his concerns Wilcox may have more victims who have not yet come forward.

                                                              “This is a very difficult press conference and one no chief of police wants to have,’’ Smith said. “In law enforcement, I believe in accountability and transparency. While some may not like that, in this case it is certainly for the greater good of the public as a whole.”

                                                              Chief Smith continued:

                                                              “During the investigation,’’ Smith said, “allegations were made that Officer Wilcox engaged in sexual intercourse with a person was incapacitated and unable to consent by reasons of being incapable.”

                                                              “We know this was done through the use of very popular dating websites,’’ the chief said.

                                                              Smith is encouraging anyone, whether in Birmingham or at the University of Birmingham, who has knowledge of inappropriate or criminal behavior to come forward, fearing there are many more victims involved:

                                                              “Since his arrest, we have reason to believe there may be additional victims out there,’’ Smith said. “We’re encouraging anyone who may have been involved with Officer Wilcox in any form or fashion, whether it was with the Birmingham Police Department or during his time at the UAB Police Department to please step forward.”

                                                              It is too early on in the investigation to say just how many victims Wilcox may have raped but what is known is that the now former officer used popular dating sites to allegedly meet women, at least one of whom is now saying he drugged and raped her.

                                                                Cop Arrested, Suspected of Killing His Son, Stuffing Him into a Hole in the Wall

                                                                Baltimore, LA — Judge Ronald Karasic was asked by Latrice Banks, wife of Eric G. Banks Jr., on June 28th to issue a restraining order against the once U.S. Marine and current Baltimore police officer but the judge refused. Less than two weeks later, Dasan Jones (15) would be found dead and officer Banks will likely now be charged with his murder.

                                                                Banks had asked the judge to protect her family from the officer, her husband, for emotional abuse and stalking behaviors she claimed she was experiencing. After being denied the court ordered protections she sought, Mrs. Banks was forced into sharing custody of the three children. After not being able to speak on the phone with Dason, who went by his initials “DJ”, officers were asked to check on him on Tuesday.

                                                                Officer Banks was already on suspension for an undisclosed departmental infraction when officers arrived at his townhome in affluent Anne Arundel County located at the 1400 block of Stoney Point Way in Curtis Bay. As officers were looking through the house trying to find DJ, Banks told them the hole in the wall in the upstairs loft was where he kept his “gun safe”.

                                                                Upon further investigation law enforcement found DJ unresponsive hidden inside the hole in the wall and covered up with some sort of plastic. According to the Capital Gazette:

                                                                "Banks initially told responding officers that the teenager had left the house, leaving his belongings behind, police said. Officers found the boy inside an upstairs room. Police executed several search warrants, interviewed witnesses and collected “multiple items of evidence” at the scene, officials said."

                                                                DJ Banks died on Wednesday and his cause of death is still being investigated. Officer Banks apparently attempted to impede the investigation on Tuesday with his comments alleging DJ was not home, and after officers found the young man, the cop now suspected of his murder, became combative. He allegedly attempted to take a female officer’s firearm and appeared to want the officer to shoot him as a result. Instead, she called for backup, and Officer Banks was taken into custody. In the arrest report the officer wrote:

                                                                "Mr. Banks stated multiple times ‘you’re gonna have to end this’ as we were wrestling over the firearm."

                                                                Because a cause of death has not yet been determined, nor who was responsible for his death known at this time, the officer is being held on charges related to the assault on his fellow officer. While it is possible someone else may have killed DJ, or maybe he suffered some sort of natural death, all indications point to the disturbed officer as the primary suspect.

                                                                On Thursday, Assistant State’s Attorney Jason Miller argued Banks should be held without bail saying the officer “made statements that he is homicidal and suicidal.” Miller told Anne Arundel County District Court Judge Danielle Mosley:

                                                                "He admits to officers that he moved his son’s body from one location in the home, and secreted it in another, Your Honor…He has shown that he is not afraid to resort to violence."

                                                                Mosley denied Banks and his lawyer’s request for home confinement saying the officer is a flight risk and a danger to himself as well as the community. The judge agreed, denied bail, and Banks is being kept in protective custody at the moment charged with assault on a police officer and resisting arrest with many more charges expected to come later.

                                                                He has now been placed on unpaid leave. More charges are expected in the death of his stepson. Friends and family remember DJ as a gifted student who loved playing the violin and wanted to be a doctor.

                                                                As TFTP has consistently reported, and as this case illustrates, police officers in the United States have an exceedingly higher rate of domestic violence than any other occupation. The average rate of domestic violence among most families in America is around 10%. As the National Center for Women and Policing points out,
                                                                two studies have found that at least 40% of police officer families experience domestic violence.

                                                                    Maryland Becomes First State Ever to Repeal Police Officer Bill of Rights—Ending Blue Privilege

                                                                    Maryland — For decades, Maryland and dozens of other states across the union have upheld a special set of rights for cops which citizens do not get to enjoy. It was called the police bill of rights and it shielded cops from accountability by blocking civilian inquiries into misconduct on the force and erasing records of complaints filed against officers after a period of time. But this special privilege and above the law status is no longer.

                                                                    According to the Maryland Coalition for Justice and Police Accountability, the special rights enjoyed by police in the state are vast. They include:

                                                                    - Generous protections during the investigation of misconduct
                                                                    - Limits on what discipline can be imposed for certain infractions
                                                                    - Strict time limits on alleging a complaint, including for police brutality.
                                                                    - Allowing only other law enforcement officers to investigate misconduct
                                                                    - Allowing a delay before questioning an officer about misconduct
                                                                    - Expungement of disciplinary records

                                                                    “As a result, only a very small percentage of complaints actually result in discipline. At the very least, we must know that law enforcement agencies are taking police discipline seriously, and not protecting officers who engage in misconduct,” the group wrote in a statement.

                                                                    A battle to remove this blue privilege in Maryland has been brutal and came to a head on Friday when Governor Larry Hogan vetoed legislation that was set to end the police bill of rights. The governor vetoed three of the five bills in the police accountability package, claiming the legislation would be devastating to police recruitment and public confidence.

                                                                    “These bills would undermine the goal that I believe we share of building transparent, accountable, and effective law enforcement institutions and instead further erode police morale, community relationships, and public confidence,” Hogan said in a statement. “They will result in great damage to police recruitment and retention, posing significant risks to public safety throughout our state.”

                                                                    If people quit being cops because they will actually have to be held accountable for violating a citizen’s rights, this is a good thing, However, police state proponents like Hogan keep screaming it from the rooftops as a reason not to follow through with police reform measures.

                                                                    Because they held no water, Hogan’s vetoes fell on the battleground Saturday when the state legislature voted to override all three vetoes and Maryland became the first state in the country to end the police bill of rights.

                                                                    On top of holding officers accountable for their actions, the legislation also revamps the process for no-knock warrants forcing officers to apply for approval by a supervisor and the State’s Attorney and between 8 a.m. and 7 p.m., outside of “exigent circumstances.”

                                                                    Police officers are now also required to use force only if it is “necessary and proportional” to the situation. The new legislation states that such force can only be used to halt “an imminent threat of physical injury” or to “effectuate a legitimate law enforcement objective.” If an officer has been found to use excessive force, they can now be subject to a criminal penalty. The training and use-of-force limits begin in July of next year, while body cameras will be statewide by July 2025, according to a report from the Intelligencer.

                                                                    The new legislation also opens up the police disciplinary process to civilians by establishing local administrative charging committees which will recommend what sort of internal discipline a cop should face.

                                                                    Previously, officers’ discipline records have been shielded from public scrutiny as well but thanks to this new legislation, bad cops can no longer hide their records from the citizens they serve.

                                                                    “Maryland is leading the country in transforming our broken policing system,” Maryland House of Delegates Speaker Adrienne Jones wrote in a tweet Saturday. “Now, for the first time in our nation’s history, the rights of officers will not be held above the rights of individuals, and policing in Maryland will be transparent and citizen-centered.”

                                                                    Hopefully, this legislation leads to real change and states across the country stop treating cops like a protected class that can lay waste to rights with impunity.
