According to testimony from former FBI Director James Comey, it was former Attorney General Loretta Lynch who directed him to refer to the investigation into Hillary Clinton's email use as a "matter" rather than an "investigation".

Comey testified to the Senate Intelligence Committee in June 2017 that this directive "confused" and "concerned" him, as it aligned with the terminology used by the Clinton campaign.
