Obviously you have never heard of the separation of powers we have in the USA. It's called checks and balances among the three branches of government. If Congress believed POTUS committed treason with that document you speak of they can impeach in the house and send it to the Senate and with 2/3 vote put POTUS out on his azz! The American people can vote them out. Everyone has a boss.
First you believe it may be true, then you investigate and see if the evidence supports the claim. If yes you proceed.
