    It was the table I found. Why don't you put yourself out for a change and find the data for yourself.
    It was also the year leading into Qatar hosting the FIFA World Cup and perhaps that contributed to their figure.
    But regardless of Qatar it shows China and India were not the largest polluters.

    The observatory has weather data dating back to 1791. This is a very significant record to fall by such an enormous margin.
