Sure, millions are going to move out because some landlord tells them to. They would have to run millions through a six month's worth of court appearances each and hire millions of constables or sheriffs to evict them. The courts aren't even open anywhere. It would take decades to evict everyone. Also, a landlord if he evicts someone has to pay for the tenants belongings to be put in storage if it gets to a physical eviction. When the sheriff comes you can't take all your belongings with you.
