They are going up, the graphs are flat (not declining) but there is a lot of under reporting (like categorizing deaths due to pneumonia caused by COVID as simply pneumonia deaths and not COVID deaths).

It also takes 1 to 2 weeks after exposure to present with COVID, so any crowds won't be reflected in those numbers until that time has passed. Some crowds seem to be more diligent about wearings masks than others.
