If she had been driving for maybe a month Ok but 6 months ? I got pulled over because i had my registration expire i did not realize. I even forgot my insurance card. The cop could have destroyed me but i acted civil and he saw i had no priors. So i just got a ticket with no points which was fine . If you are stupid to escalate the situation especially by forcing a chase you deserve what you get.

She could have signed the ticket and still not paid. She could have been fined and paid the fine without a signature. Tollbooth and red light cameras give people tickets without a signature. There is absolutely no reason for police to arrest someone for not signing a ticket.
