I always used offshore as I don't want to deal with gangsters that are local. But what will you do if your local that's a mob boss stiffed you? Betting with a local is a lose lose situation. You lose, you better pay up. You win, then can choose to pay you or not pay you and if you want to do something about it, they'll just send people to your house or work place. So what would you do? If you snitch to the cops, it'll make things worst.

I don't use a local or bet on credit, but the people I know that do use a local have not had a problem with their bookie that was "connected." The ones I have heard have issues were ones that used a small fish and disappeared after having a bad week because they didn't have the bankroll to cover a bad week or took on too much risk.
The "connected" locals are not going to stiff you because it's bad for business. Their business depends on their reputation as an outfit that pays, so if rumblings get around that they stiff people, people are going to stop betting with them and take their business elsewhere. That $3k win you're worried they may stiff you is peanuts to the 6-7 figures they take in a year and are not going to risk it by stiffing one guy who may be more connected than they realize. I know a ton of cops and even a fed who like to gamble (not all are sports bettors). Stiff one of those guys and you can bet your ass your operation will face hellfire. Sure, go ahead and stiff that college student. What's he going to do? They could be laughing their ass off think what's this college student going to do until it turns out his dad is an attorney who is juiced with the local politicians and next thing you know, your social club is being raided and you have no idea why. I suggest if you deal with a local know who you’re dealing with first.
Before making your first bet establish the terms, you know, what day of the week do we settle?
Where is the meet spot? How much is my credit line? You know, how much can I be down before I have to settle up? Stuff like that.
A good reliable local that gives you good lines is just as good as a good offshore book.
