              Victims Urged to Come Forward As Cop Caught Drugging, Raping Man 8 Separate Times in a Night

              Hamilton County, OH — Authorities in Hamilton County are asking other potential victims to come forward after a Loveland police officer was caught drugging and raping a 25-year-old man in his home.

              Hamilton County Prosecutor Joe Deters announced in a news release this week that a grand jury indicted Anthony Pecord, 48, on eight counts of rape and eight counts of sexual battery.

              Pecord is accused of drugging his victim and raping him eight times in a single night. Though Pecord has since resigned from the department, he was still a sworn officer with the Loveland Police Department, while “administering an intoxicant to (the victim) surreptitiously” before repeatedly raping him on eight separate instances in a night.

              According to a report from WCPO:

              "WCPO examined Pecord’s personnel file after the initial charges were filed and found that the city of Loveland began investigating him the day following the alleged assault. In a Jan. 25 memo to Pecord, police Chief Dennis Rahe put him on paid administrative leave and instructed him to remain available for questioning.

              Pecord resigned a month later and turned himself in to authorities less than a week after that, on March 5. A judge held Pecord in the Hamilton County Justice Center on a $1 million bond, where he remained Monday."

              The rapes took place on Jan 24 and after learning the details of the offense, prosecutors indicated their concern “that more victims may be out there.”

              Pecord’s attorney, Stew Mathews, said he would, “be extremely surprised if there are other alleged victims.”

              According to a Hamilton County Sheriff’s Office incident report, a sexual assault kit was completed at a hospital that same night, meaning the victim must have recovered from the drugs and realized what happened.

              "We take all cases of sexual assault seriously,” Deters said in a statement on Monday. “But when acts like this are committed by someone in a position of power and public trust, it is especially sickening. Once this behavior was reported, the City of Loveland and the Loveland Police Department cooperated fully with the investigation.”

              WCPO has been changing their policy recently to cut down on the release of mugshots, however they released the officer’s mugshot just in case it helps other victims identify their rapist.

              Prosecutors asked anyone with information about other potential victims to contact Hamilton County Sheriff’s Detective Jack Losekamp at 513-595-7484.

              According to Cincinnati.com, Pecord has been with the department for nearly a decade and he has several questionable entries in his record.

              According to Pecord’s personnel file, he did not complete training on working with victims of sexual assault and has been reprimanded more than once for using inappropriate language in the office and with the public.

              Multiple performance evaluations dating back to 2013 mention Pecord’s use of inappropriate language. A 2014 performance evaluation states Pecord received coaching sessions and an official reprimand for inappropriate communications.

              A citizen complaint investigation conducted in March 2014 found Pecord exhibited a “lack of professionalism” when dealing with a resident’s call for a trespassing incident. The complainant told police Pecord was “pissed off from the beginning” and “nasty” towards her, leaving her feeling “humiliated.”

              Pecord now faces up to 88 years in prison if he is convicted on all charges, the prosecutor said. He remains behind bars at the Hamilton County Justice Center where he is being held on a $1 million bond.

              As TFTP reports on a regular basis, police sexual misconduct is one of America’s dirty little secrets. Barely a day goes by without news of a law enforcement officer’s arrest for raping adults and children alike. There are so many instances of officers arrested for sexual misconduct that the Free Thought Project cannot report on all of them.

              It is a sad day when police officers — the ones who claim to protect us — are caught preying on society.. However, there are a lot of sad days as this situation plays out like a broken record, over and over again. Luckily, this alleged monster was caught and is off the streets for now.

                  WATCH: Door Shuts, Scares Cop Who Then Shoots Innocent Unarmed Man Through Door

                  Duluth, MN — An innocent man is disabled and a police officer charged after that officer mistook the sound of a door shutting as gunfire and began shooting through a closed door. Despite the victim crying for help from inside the apartment on the other side of the door after being shot, Duluth police officer Tyler Leibfried fired an additional two more shots through the door.

                  Liebfried is now facing felony firearms charges for his decision to open fire on 23-year-old Jared Fyle for absolutely no reason.

                  According to police, they were at the Kingsley Heights Apartment complex the night of Sept. 12 after they received a complaint of a disturbance. Before officers even made it to Fyle’s door, they determined there was no cause for arrest. However, they simply wanted to ask Fyle some questions.

                  As the video shows, the officers are walking down the hallway, laughing and joking before making it to Fyle’s door. When approaching the door, they hear two load banging sounds — which Leibfried assumed was gun fire — but was actually a slamming door.

                  When the door shuts, Leibfried ducks to the side before blindly dumping four rounds through a closed door having no idea what or who was on the other side. Fyle had no idea it was cops on the other side of the door and when he gets shot, he immediately begs for whoever is doing the shooting to “Please Stop! I’m shot!”

                  The pleas for help were enough to briefly stop Leibfried from shooting but just briefly. As Fyle begs for help from inside his apartment, Leibfried fires two more entirely unnecessary rounds through the closed door.

                  “Please! Stop!” Fyle is heard shouting. “Can I open the door? Stop! Ow! I got shot! Open the door! Open the door! Please! Stop!”

                  Because he was lying on the ground bleeding out, Fyle could not open the door and begs the officers to help him.

                  Sensing the urgency of the situation, Leibfried’s partner, officer Cory Lindsholm tells Leibfried to open the door, but Leibfried says, “I can’t.”

                  Instead of attempting to open the door and help the innocent man he just filled with bullets, Leibfried calls for medical as he runs back to Lindsholm and the video ends.

                  Before shooting through the door, neither of the officers announced their presence.After the shooting, Leibfried attempted to justify the shooting, claiming the situation was dangerous but the only danger in the entire apartment complex that night was Leibfried.

                  According to the Duluth News Tribune, Leibfried told Minnesota Bureau of Criminal Apprehension investigators that the hallway was a “fatal funnel” — a narrow passage that left little room for him and his partner to safely maneuver. But St. Louis County Attorney Mark Rubin said he had enough time to see that no shots had passed through the door and cited the statement of Lindsholm, who told investigators that he “wasn’t going to start putting rounds into this apartment just on a guess.”

                  Indeed, as the video below illustrates, there was absolutely no need to shoot through that door.

                  Naturally, however, the officer’s union-appointed defense attorney Paul Engh argued Leibfried’s charges should be dismissed because he was justified in firing the moment he heard apparent shots under the “reasonable officer” standard established by the U.S. Supreme Court.

                  There is absolutely nothing reasonable about Leibfried’s actions that night, and luckily, Sixth Judicial District Judge Sally Tarnowski upheld this week, charges of intentional and reckless discharge of a firearm, ruling there was sufficient evidence for the case to proceed to a jury trial.“

                  The pause before the first volley of four shots, the pause before the second volley of two shots, combined with the closed door and the victim’s later pleas for help, raise the question of whether or not defendant’s actions were objectively reasonable,” Tarnowski wrote in an 11-page decision.

                  “The court recognizes the myriad dangers inherent to the job of a police officer,” she added. “The court respects the immense difficulties raised by split second decisions in circumstances where the lives of citizens and the lives of officers are in danger. However, based upon the complaint and the record before it, the court concludes that defendant’s motion to dismiss must be denied.”Fyle, according to the report, still has a bullet lodged in his back and has retained an attorney.

                  As you watch the video below, the prosecutor’s statement becomes apparent; an innocent man was permanently injured and nearly killed because of a cop’s “poor judgment, fueled by fear.”

                                  While Trying to Shoot a Cow, Cop Misses and Shoots Fellow Cop Instead

                                  Harrisonburg, VA — Despite much of their training consisting of shooting their weapons, police officers often shoot and even kill innocent bystanders while trying to kill something else. This happens so often that even their fellow officers aren’t safe from the crossfire. Illustrating this point is the fact that a Harrisonburg officer is currently hospitalized after his fellow officer shot him — while trying to kill a cow.

                                  The incident unfolded on Saturday night when officers responded to reports of a cow that had escaped a livestock auction site. According to police, the cow actually struck an officer and then they killed it. Officers with the Harrisonburg Police Department responded to the complaint just before 10:30 p.m.

                                  A press release from the department said the cow was reported running “at-large” in the northern end of the city. The release stated local ranchers attempted to capture the cow but failed and injured it in the process, so officers were forced to intervene.

                                  According to the Daily News-Record, HPD Lt. Pete Ritchie said the incident is under investigation by the Professional Standards Unit and the Major Crimes Unit, which is standard when an officer discharges a firearm.

                                  "Ritchie said the HPD officer was struck once. He could not say how many shots were fired and if the officer was injured due to friendly fire, but he said the incident did take place after HPD officers took over the situation involving the cow."

                                  Despite reports from officers that the cow charged them, Ritchie would not say whether or not the officer shot in response to the charging cow.

                                  Police haven’t released many other details in regard to the shooting but noted that other details would be released upon completion of the investigation.

                                    Police Chief Allowed to Resign, Gets $72,000 in Benefits After Arrest for Sexual Assault

                                    Marshfield, WI — In January, Marshfield Police Chief Rick Gramza was arrested and charged with three counts of misconduct in office, disorderly conduct, and fourth-degree sexual assault against a department employee. However, instead of facing a jury of his peers for these accusations, Gramza will be receiving tens of thousands of dollars and months of paid vacation.

                                    According to reports, chief Gramza is accused of sexually assaulting a department employee on several occasions, as early as 2014 and as late as this past summer.

                                    WSAW reports the Eau Claire detective sergeant investigating the case shared some specific instances the employee told him, including one in 2015, where she says she went into his office to talk about a promotion and then he sexually assaulted her.

                                    “And made a statement similar to ‘this isn’t ever going to help you get a job,’ recalled Detective Sergeant Adam Taylor, from the Eau Claire Police Department.The employee told Detective Sergeant Taylor she feared retaliation and when she reported concerns to human resources in 2015, that “it did not go well.”

                                    After the accusations, originally surfaced, Gramza was placed on paid administrative leave in mid-August, but has continued to receive his salary and benefit package from the city, totaling just over $146,000. Now, he’ll be getting over $70,000 more, approaching nearly a quarter of a million dollars for roughly half a year — in which he never worked a single day.

                                    Only a government employee could enjoy such benefits. Nowhere in the private sector would an alleged sexual predator be given a paid vacation for six months and allowed to retire with their full benefits.

                                    Though Gramza originally faced five charges, the three counts of misconduct in office were surreptitiously thrown out last month, despite a unanimous vote to bring them in January.

                                    Obviously if the chief is innocent, he should have kept his job or received the payout, but that has not been determined. Instead, the city appears to be simply sweeping it under the rug.

                                    A statement from city Administrator Steve Barg released after the charges were dropped and the money handed out, claimed that the city simply doesn’t want to deal with the officer anymore, so it’s best to just let him go to avoid any further conflict.“

                                    The city recognizes that some may be disappointed the city is not pressing forth with the proceedings,” Barg said. “Under the terms of an agreement, the city is providing Chief Gramza with a separation benefit, which the city believes will avoid greater litigation costs that the city would incur and litigating the charges in front of the commission and from any post-hearing appeals. This is a difficult but thoughtful and pragmatic choice that protects those individuals involved in that proceeding and saves the city significant costs. The city can now focus on its remedial efforts to ensure all employees understand that misconduct discovered is unacceptable and has no place in the city.”

                                    Alderperson Ken Bargender was only one of two people to come to their senses and vote no on giving this accused sexual predator such a sweet deal.

                                    “Back in December of 2020, this council by unanimous vote authorized City Administrator Steve Barg to file formal charges against Chief Gramza. Now, three months later and only days before the PFC hearing to begin, this same council is considering a voluntary separation and settlement agreement with Gramza. I believe due to the serious nature of the charges it is not in our best interest as a city to consider any time of settlement agreement before going through the hearing process. Furthermore, I don’t support any type of settlement agreement that would include additional taxpayers’ dollars,” Bargender said.

                                              Cop Arrested for Horrifically Beating, Raping At Least a Half Dozen Children For Years

                                              Shawnee, OK — In one of the worst cases of child abuse and child sexual abuse we have ever seen here at the Free Thought Project, an Oklahoma cop and his wife were arrested on multiple counts for abusing multiple children — for years.

                                              Shawnee police officer Richard Mantooth was fired from the department on March 15, just two days before he and his wife were arrested. Chief Brad Gaylord was quick to distance his department from this alleged psychopath child rapist, telling News 9, “he is not an officer now.”

                                              However, when this cop was torturing and raping his multiple child victims, he was gainfully employee with the department.

                                              According to investigators, Richard repeatedly attacked, assaulted, and injured multiple children, while raping others. Police say that there are at least six victims who were subject to Mantooth’s abuse.

                                              Investigators conducted interviews with five of the six victims who told police horrifying stories of physical and mental abuse. One child told police they repeatedly suffered cuts and bruises to the face during multiple attacks by this alleged monster with a badge.

                                              “Richard caused the injury by punching him in the face and running his head through the wall,” wrote Shawnee Police Detective Beau Bohuslavicky.

                                              According to the victims, Mantooth abused them at least twice a month and the torture was not limited to punching and beating. Mantooth is accused of choking and raping them as well.

                                              On top of the horrifying physical abuse, Mantooth repeatedly raped the children, and is alleged to have forced a female victim to perform oral sex on him to help alleviate pain caused by kidney stones.

                                              “(Mantooth) said he can do anything he wants to do to her and she couldn’t do anything about it,” police said in the affidavit.

                                              Kathleen Mantooth was arrested for enabling the abuse and refusing to stop it. According to one of the witness statements on the affidavit, “she always had his back.”

                                              The couple is currently in custody at the Pottawatomie County Public Safety Center and their bonds have been set at $500,000 each.

                                              During an interview this week, chief Gaylord told News 9, Mantooth will be held accountable for his actions.

                                              “That type of behavior is not tolerated particularly amongst police officers,” Gaylord said. “We’re all accountable for our actions. And if you make the decision to commit crimes, you’re going to be held accountable.”

                                              Sadly, accountability may not happen as there is a pattern of police officers getting caught preying on children, raping women, and committing other unspeakable crimes—and never going to jail.

                                              Previously, TFTP reported on the case of California Highway Patrol lieutenant Stephen Robert Deck who was given probation for attempting to have sex with a 13-year-old in 2006. The officer was caught in an undercover sting operation set up by police to catch pedophiles in the act of trying to have sex with kids. Unlike most of the other 12 defendants in the case, who were sentenced to at least one year in prison, Deck was afforded probation simply because he wore a badge.

                                              Although every other person caught in the same sting received jail time, Deck’s badge apparently granted him special privilege. What’s more, this child predator was allowed to keep his taxpayer-funded medical retirement. And we call this “justice” in the land of the free.

                                              Also, as The Free Thought Project reported last year, Jacob Ryan Delgadillo, 30, a school resource officer in Houston, was given probation for having sex with a 14-year-old girl at her Middle School. If a teacher had committed such a crime, he or she would have certainly gotten jail time. The legal double standard for cops must come to an end before the public will trust the judicial system.

                                              No more slaps on the wrist. No more saying prison would be too difficult for them. No more protecting the badge-wearer while victimizing children all over again. If justice is only for those who don’t wear badges, chaos will reign in the streets.

                                                    Different strokes for different strokes and many people are simply HATING POLICE here in 2021. I'm NOT a hater of cops. I'm a hater of BAD cops. That distinction is very important.

                                                    Traffic Stops...

                                                    1) Signal right and pull over to the right as soon as safely possible and then engage your 4-way flashers.

                                                    2) Lock your vehicle immediately! Roll the front two windows down no lower than 5-6 inches. Yes, bad cops will attempt to open your your door or reach into your car if you're ignorant enough to leave it unsecured.

                                                    3) If night time or bad weather, turn on as many interior lights as possible and keep both your hands visible at the top of your steering wheel. DO NOT be fumbling around in your glove compartment or back seat or pants or pocket book for your license, registration, insurance information. The idea here is to put the officer at ease immediately. It let's him understand you intend to cooperate and a traffic stop that starts out well increases the odds that the traffic stop can end as successfully as possible.

                                                      Very good suggestions. I want GOOD cops. We need educated and properly trained officers who will honor their oath and take being a public servant seriously. And by educated I'm talking about the laws they are supposed to enforce...not feelings, egos and opinions. Equal application of the law for citizens, police, and all employed in the public sector. This nonsense of being allowed to resign to avoid criminal charges is a bunch of BS, as is the police investigating themselves. Reform is what is needed.

NOW is the time to start fumbling around. Or simply do what I do. I've already got my license, registration, insurance all together in a small binder clip under the sun visor. I GUARANTEE that will absolutely shock the LEO (Law Enforcement Officer). NOBODY does this!!! (and please don't be stupid enough to give this LEO your cell phone with your electronic insurance information).

                                                        4a) Now, this is not quite yet the time to start ANY discussion. You especially don't want to appear stupid by asking questions. Let THEM do the talking. Trust me on this, there's going to be a ton of stupid questions coming YOUR way... "Do you know why I stopped you? Where are you coming from? Where are you going to? Blah blah blah. This is all a BS fishing expedition by the LEO. Just give him a dumb looking smile and keep your mouth shut. REMEMBER, time is on YOUR side now. You've already secured your vehicle.                                                         4b) Any Passengers? The next thing coming at you will be an ILLEGAL request for IDENTIFICATION of any passengers. Yes, shocker, the LEOs are actually TRAINED to coerce information from you by outright LYING.
                                                        They might say some complete BS like, "Here in the State of Texas all passengers must ID". NOWHERE in the USA is ANY passenger required to ID. NOWHERE. There's this little thing called the Fourth Amendment to the Constitution. The traffic stop is COMPLETELY on the driver of the vehicle and the passengers are exempt from answering any questions or having to produce any identification.

                                                          As TFTP has reported, in New York City alone, a lawsuit is filed against the NYPD every 2.5 hours. This has cost the taxpayers of New York billions of dollars over the years. This has to change.

                                                          Police officers, even when found at fault for their abusive actions, are almost never held personally liable. It is the taxpayers who foot the bill. However, all that is about to change.

                                                          Over the years, New York courts have created their own version of qualified immunity which has shielded cops from accountability who have clearly caused harm and violated the rights of individuals.

                                                          For those who may be unaware, qualified immunity is a legal doctrine in United States federal law that shields government officials from being sued for discretionary actions performed within their official capacity, unless their actions violated “clearly established” federal law or constitutional rights.

                                                          The Supreme Court created qualified immunity in 1982. With that novel invention, the court granted all government officials immunity for violating constitutional and civil rights unless the victims of those violations can show that the rights were “clearly established.”

                                                          An example of this would be the family of George Floyd attempting to seek compensation for his death. Because there has never been a “clearly established” case of a cop kneeling on a man’s neck until he dies being declared unconstitutional, a judge in Minnesota could have easily dismissed their case.

                                                          It is essentially a get out of jail free card for bad cops and it perpetuates the problem of police violence by giving them a free pass.

                                                          In New York, however, the problem was even worse as they tweaked the doctrine to help bad cops out even more.

                                                          “Together, the State and federal versions of qualified immunity have effectively prevented countless victims of police brutality and their families from obtaining financial damages and holding officers and the cities that employ them accountable,” the New York City Council said in a statement.

                                                          "The Council’s legislation effectively ends qualified immunity for police officers in New York City by creating a new local civil right protecting New Yorkers against unreasonable search and seizures and against excessive force and ban the use of qualified immunity, or substantially equivalent immunities, as a defense."

                                                          The Council also allows for the Civilian Complaint Review Board (CCRB) to investigate police with a history of bias and racial profiling complaints. It also gives the board the final recommendation as to whether or not that person can remain a cop. Before this was enacted this week, the police commissioner had the right to disregard recommendations from the CCRB, effectively neutering the organization.

                                                          This is why it was so hard to get officer Daniel Pantaleo fired after he murdered Eric Garner on video.

                                                          Naturally, the current police commissioner, Dermot Shea, is upset about not having the final word as to whether or not cops are fired.

                                                          “Right now, the commissioner hires them, trains them, asks them to go in harm’s way to keep New Yorkers safe and if an officer breaks the rules, I discipline them and if necessary fire them,” Shea said. “If I am not doing that the right way, I am accountable. The buck stops here. To take that away from the Commissioner, ask yourself who has the accountability then?”

                                                          The answer to that question is easy, Shea, the people do.

                                                          The notorious police apologist and New York City Police Benevolent Association (PBA) President Patrick Lynch, expressed his outrage over the people daring to hold his cops accountable with this legislation.

                                                          “New Yorkers are getting shot and police officers are out on the street, all day and all night, trying to stop the bloodshed,” Lynch said. “Where are these City Council members? Safe at home, hiding behind their screens and dreaming up new ways to give criminals a free pass. It won’t get better unless New Yorkers shame the politicians into doing their job.”

                                                          But holding cops accountable for crimes against citizens does not make people less safe. Everything he is saying is wrong as this actually makes the people safer.

                                                          “We believe the plan ratified today by the City Council reflects the themes brought forward with reforms that center squarely on bringing an end to such policing, the criminalization of poverty, and the lack of transparency and accountability in the NYPD,” a statement from the Collaborative Co-Sponsors Jennifer Jones Austin, Wes Moore, and Arva Rice said. “We know there is more to be done. Now the work begins to implement this plan without delay, and ensure that the City’s budget is fully aligned.”

                                                          Others, who examined the legislation more closely, say that it doesn’t go far enough and they wanted an investment into non-police resources — which was not part of this legislation.

                                                          “Mayor de Blasio had a genuine opportunity to implement urgently needed policing reforms,” said Tina Luongo, Attorney-in-Charge of the Criminal Defense Practice at The Legal Aid Society. “He failed to do that and instead produced a plan that at best glosses over the deeply rooted systemic problems within the NYPD that plague the New Yorkers we serve.”

                                                          An example of non-police resources can be found in Denver, which began the Support Team Assistance Response (STAR) program. STAR sends a mental health professional and a paramedic to some 911 calls instead of cops. When we first reported on the program in October, their results were fantastic. Now, it seems that departments who continue the old way are doing a disservice to the mentally ill.

                                                          According to their latest data, STAR has responded to more than 2,500 calls to 911 in which police would have normally been sent out. The STAR team — armed only with experience and compassion — has never once called police to back them up and no one was ever arrested.

                                                          They have settled every single call without killing someone, beating them, ruining their lives, or using violence. Imagine that.

                                                            Former Pike County Sheriff Charles Reader Sentenced To 3 Years In Prison

                                                            Former Pike County Sheriff Charles Reader has been sentenced to three years in prison on charges of theft in office, tampering with evidence and conflict of interest.
                                                            The felony charges to which Reader pled guilty all relate to evidence bags containing seized currency that were in Reader’s possession.

                                                            The conflict of interest charge relates to Reader’s purchase of a Nissan Versa at the Pike County Sheriff’s auction of seized vehicles, according to Ohio Auditor of State Keith Faber.

                                                            Reader had a straw buyer purchase the vehicle for $2,000. Several months after the purchase, Reader sold it for $5,500.

                                                            Reader was thrust into the spotlight during the investigation of the Pike County mass murder investigation.

                                                            Reader was appointed sheriff less than a year before seven adults and a teenage boy, all in the Rhoden family, were fatally shot in April 2016.

                                                            Reader, 47, pleaded guilty on charges related to stealing money from arrests, then attempting to cover it up.
