Im not a cop but Id think the proper way is to have the area clear first, the passenger of the vehicle is standing behind her. also Id think the proper way is to tell the guy to place his hands on the vehicle first then spread his legs and then to put his hands behind his back then walk towards him with the cuffs, she just motions him to the car with the cuffs already in her hand, dont think she should have taken a step forward until his hands were behind his back.

AFAIK the shooting accuracy test for many cops is having to hit a target 10 feet away. If you can hit a target 10 feet away (without missing twice, was it) you're accurate enough with a gun to be on the police force.
