They have ticket camera's here in Southern California.. They call it photo tickets and you get sent the ticket by mail with a photo of you crossing on the red light.. The cities generate alot of revenue from these Ticket camera set ups at intersections..

Trouble is the cities can't really enforce the picture tickets.. Alot of people don't know that though.. You can basically throw away the tickets you get in the mail and they will go away in time.. Offenders can just say they never received the ticket in the mail and that's that..

A single shot to the leg from a smaller caliber gun will not always stop the threat.. Especially if the bullet just passes thru the meaty tissue of the leg.. He could have still jumped forward onto the older physically compromised man on the ground holding the gun, take it from him and kill him..
