Open Bar in SD still does. It is conveniently also the dirtiest bar in PB and referred to as the Open Sore, so I don't know if they are the standard to go by.

99 Restaurant still gives popcorn free and it's good. Have to pay $1 for cheese and crackers though - was great in the years those were free.

Try hitting up Mexican restaurants that have free chips and salsa. Margarita's, Chevy's, On The Border to name a few.

Bar/Grill Room at my country club gives out popcorn and mixed nuts for free. They will also fry up some dark russet chips for you too but I think its like $2 for those.
