I actually live a block away from this restaurant and honestly the place is a shithole. Though I've never met the waiter, I can only bet he's some hipster, scruffy beard, no shower taken moron. There was a shooting there about 5 months ago and on the weekends it gets very "dark" in there. The owner of the place is just doing this to drum up intererst in the restaurant again, hense now putting the receipt on ebay.

Didnt read much on it, heard he had bad service, dont blame him, I always tip but dont like the idea of feeling forced. Why cant establishments pay these guys like normal, why nobody ever ask that question. Id rather tip the guy who cooked the steak exactly how I asked instead of the guy who's interrupting me every five minutes asking me if everything is ok.
