Frank Viola once lost a complete game one hitter 1-0 like this.

Walk, then a balk moved the runner to second, then a cheap flair single drove the runner in.

If I remember correctly Viola's pitching line was something link this 9 IP, 1 ER, 1 H, 1 BB, I think he struck out eight or nine batters in that 1-0 loss.
