Doesnt he have the right to make make that move if say they were the only three left & PO decided he'd rather play short stack heads up rather than play tt heads up? (considering perhaps tt was the better player)

my thoughts exactly; well put, jay. when u have a top caliber player on the ropes and can put him out with such a tactic, why not do it? I don't know if this titty player is good or not, and I don't know if I've ever played a single hand against him.

as a side note, in more than a few tournaments i have seen OUTRIGHT EXPLICIT COLLUSION and nothing is done about it.

example:
player a, b, and c are in a pot with player c all in preflop.
player a says to b "let's just check it down" and player b says "ok".

so if casinos allow undeniable collusion there is no way in heck anyone would be punished for what po did.

Any decent player knows, without saying, that you check it down with a short stack all in unless you have the absolute nuts or very close thereto. Unfortunately, I've seen quite a few sbr players bluff at the pot in such situations, or make a move with merely having top pair with a crappy kicker. "In the money" comes to mind, as he blew me off an up and down draw with a player named rekk, who was shortstacked, all in. Rekk sucks out and wins the hand, but would've lost to me as my straight hit on the river. Ida sent rekk to the rail, instead he winds up winning the trny, and INthemoney hits the rail soon after his bone headed move. Checking it down is appropriate, smart poker. I'm not so sure about the propriety of stating it outright in live trnys, though it is very common to do so in cash games.
