The FBI investigated the "surveillance of New York" intel (without being asked by Bush, because believe it or not, they don't need their hand held) and it was found to be 2 tourists. What were they supposed to do? Keep investigating a lead that had proven useless and take time away from other leads? What if they had done that, and missed the hypothetical lead for 9/11? You'd be pissed about them chasing bad leads, wouldn't you?
