I tend to think the vegas has a ballpark estimation of how much overall money they expect each game to draw. Once the ratio of money gets tilted enough on one side vs the other (with the overall expectation taken into account) - then the line shifts. The other two factors would be their 'early line' and the money taken in before that adjustment..... as well as significant individual bet size plays.
Roundabout answer - I think it largely depends on that overall money expectation factor

Open it.. log on .. then closed it right away then open it again that should help..
If not then open it in a browser not the app... you have an iPhone??.. I know about
2 months ago their app was all buggy with the new iPhones that were just released.

I now know to get to there site early enough that I know it may take a few tries to get through to their awful app,
or just go through the browser that seems to always be ok.
