In a nutshell, 911 operators respond to non-emergency and emergency phone calls.
They make a decision based on the call as to which (if any) agency (fire, PD, ambulance,etc) needs to be alerted.
The 911 operator has no power to give a lawful directive, they are pretty much glorified telephone operators.
