That's not prostitution. she wasn't having sex for money, she had sex for burgers. the article says the woman informed the officer that he could give her a tip, the cop voluntarily gave her cash as a tip. the cop is the one at fault, giving money for sex. The cop could have said, "ok, i have a tip for you, never play leapfrog with a unicorn." bam, no cash exchange. sex for burgers.
