The low end of your chart is 1.4%. It's impossible to tell anything from that chart other than there is a 1.4-11.8% range. That's a a range big enough to drive a truck through. Hardly a scientific chart and I'd love to see the research behind it. Thanks for the smartass answer though.

weird how texas/louisiana/mississippi have income percentages higer than anywhere...yet theres a shit load of oil drilling going own in their backyard

not to mention they ruined the Louisiana economy for a good while there...still not fully recovered
