Probably messing around with somebodys girlfriend or wife and the guy wanted to know when the guy is with her. Maybe a private investigator is tracking him.

the reason the cops couldnt do anything was the tracker company is in the USA and they have no juristiction to compel the company to divulge the gps owners id...
