Just go to paypal.com and set up an account. It is VERY easy. They made it easy so that anyone can figure it out.

Go to the paypal home page.
Click the link on the left that says "Getting started"
Click the link on the left that says "Sign up now"
Select the "Premier" account. It's free so no worries.
Fill out the simple form and click "Agree and create account"

Then go to Ebay and do the same thing.

Click the small "Register" link at the top of the page.
Fill out the simple form and click submit.
