Know any Native Americans? Pretty sure they don't pay taxes on them. Up here in Canada, it's not hard to find 'Indian Cigarettes' for sale.

You might want to look into making your own or rolling your own. Buy bulk tobacco, grind it up, and purchase a cigarette filling machine. You put cigarette tubes into the machine, and it stuffs the tobacco in.

Or you can roll it, with papers. Depends how much time you have, and how much you really want to save money.

Find a buddy in North Carolina. They are as cheap as i have seen.
