Actually every time I've ever stayed at Planet Hollywood some black hooker has tried to pick me up by the elevator banks on the way back to the room. I'm 99% sure you could completely get away with this.

From the end of the Rodeo Finals on the 10th until the day after Christmas Vegas is a ghost town. It's the deadest time of the year. The good news about that is that things like rooms become ultra cheap; the bad news is that most shows and some restaurants go dark. I recommend planning your trip so you do things like shows and clubs before the 10th, and after the rodeo leaves gamble and do other stuff that will be open. You may also want to break up your stay at two hotels from the 8-10th and 11th-12th because the last two nights will be significantly less expensive.

As for black hookers, you'll usually find dozens of them walking the strip between Bally's and Harrah's after 1AM. There might not be many of them when you're in town because it's not a busy weekend so you may have to go out to the brothels in Pahrump if you're really determined.

Hookers are on the strip after midnight between Ballys/Bellagio up to TI/Harrahs and they will be lurking in the casinos of lower end places like IP, Ballys, etc.
