When the 2nd vehicle ran over her legs again I had to turn off and grab my infant son... I am not trying to make any excuses for why people did not help BUT it is known in China when these situations do occur, the people that help the injured are often charged by the cops as the person who did the crime.

So thats a very possible reason why many of these people looked the other way.
