It depends. If he lives in Pennsylvania he gets free phones. If he lives in public or subsidized housing no utilities expense or tax on it. Whether he pays the taxes you mentioned or not, those excise and use taxes are used for expenses involving those goods. They do not go to pay peoples' tuition and rent, which is what Judy was insinuating.
