Heard it once or twice in my life an became enamored by it. Unfortunately it was over the loudspeaker at a Grocery store so I couldn't pick out anything 'cept the "Whoa oh oh..." But right before that the singer had a falsetto voice. Just give me your best shot.

If you actually sing "WHOA OH OH OH OH OH OH OH OH OH" it doesn't have any rhythm to it at all but since you mention 80s and new wave Erasure comes to mind. Maybe "Love to Hate You"?

Love the group but not it. If I can post a recording of my voice you can tell it has rhythm. Writing it down is different.
