No, by the time you purchase TVs, kitchen equipment, remodel a place, permits, etc. you won’t even have enough to purchase a liquor license.

You'll still need a liquor license to sell beer, and you could just rent the building, instead of buying. In the states, I don't think you'd have enough to start up a bar with just $50k, plus operating expenses for at least 6 months, and that's cutting it close. Hell, look at what a commercial account at DirectTV/Dish network will cost you alone. You'd have to buy the PPVs (UFC, etc) as well.

$300k-$400k you forgot you have to find and employ a wait staff this may require hiring an employment agency. Then you have to hire food servicing company to deliver eveything you serve .Plus you will require about $50000 worth of industural cookin equipment

I assumed that he would lease a place seeing that purchasing is not even an option with that small of a budget.

50K?
Well, first things first. Are you buying or leasing the property? If you are buying---well then obviously you will need a hell of a lot more than 50K.
Start with the liquor license itself. If you are looking at "full bar" ability---and you are in a state like Florida----you need to buy your license directly from an established license holder--and can easily exceed 60K alone.
If you are looking beer only----they are much less expensive.
Some states are more expensive, others less so.
Kitchen equipment for even the smallest dives will cost you approximately 50K.
There was an article in Entrepreneur a few months back detailing the costs. If memory serves----a sports bar/grill will require about 200K.

You don't need a liquor license because you are going to start off with beer and soda??
It is good to acknowledge that you are clueless, you may want to save your money and pass on this right now. I don't know what city this is in, but there a lot of taxes and permits involved to operate. Insurance alone for a "bar" is high risk. Additionally, simple things you need like a fridge can easily cost you $5,000.
You should do your homework, find out everything you need and search the internet to see how much everything costs. After you find that price, you should double that amount at a mininum to have some extra money to ride the first 6 months with payroll and utilities and other surprises.

To be fair, beer/liquor licensing is the exclusive purview of state law.

Come on guys...Anyone who actually gave a serious answer is clueless.
When someone says " I don't need a liquor license, because I won't be serving hard liquor, just beer" That means they don't have a clue, and is looking for attention.
