I believe you are correct UTEOT, like i use paypal often. I am not sure about this circumstance though. They put new policy crap out. If he does in fact respond to the claim, it could take weeks for a resolution. Am sorry this happened to you. Yeah, however once you put the claim in they deduct the money from his account..so his account is either at 0 or -200 now. Doesn't help you right now but it screws him if he is trying to get some paypal money in.
