I believe you need some runway to allow for exemptions. Since they also allow for weekly testing there needs to be a ramp up period for employers to implement a testing program.

I don't agree with the government getting involved in private business BTW. But as of today it's all just theoretical since there is likely to be massive litigation around this policy. Not to say that people in private business are not feeling the effects...I know many people who have been fired because of a company mandate, but at this point it's the company making the rule, not the government.
