I heard it's only blocking it from non-verified users. This is just to make sure minors, guys with pics of ex-girlfriends, fake profiles using pics from other girls pages, etc won't be cashing in still.

I saw an article a while back where some dude opened a page for his girlfriend and she didn't even know about it until someone she knew showed her the page.
