If it's made so tough that no one who you think is undeserving could ever get through, it would be penalizing the probably 95%+ of genuine people who need it.

Maybe 5% isn't really such a high premium to pay to get the best result for those that we want to look after with the program.

There are lawyers who specialize in these cases. They jut ask for a %, so no risk for the cheaters...

Yeah well, my utopian justification relies on a good over sight system that makes it really only cost 5% or less in losses to those that think it's a game to win.

But honestly, what is that sort of person going to be doing otherwise anyway? They are kind of socially disabled to want to be on it when they can do better for themselves.
