Maybe 5% isn't really such a high premium to pay to get the best result for those that we want to look after with the program.

#16I just hope the number is close to 95%. Probably is with disability, but not government assistance as a whole. Plenty of people who know how to game the system. I’m too lazy to even try. Think I’m qualified for food stamps, and probably more but don’t even feel like spending the time signing up.
