The answer to gun violence and black on black violence is strict and long sentencing for gun crimes or illegal possesion and expedited death penalties gun related homicide.

Every 18 yr old takes a firearm training course in HS with the intent of allowing them to choose or not choose to participate in C and C thereafter. But they will not have plausible defences unlicensed firearms at that ooint because they'll know the rules.
