But Campbell police Capt. Gary Berg contends the recording is incomplete and doesn’t show what led up to the interaction or how it ended.

“We are in a position to provide the context because we have reviewed the officer’s body-worn camera, which recorded the encounter in its entirety,” Berg said in a lengthy statement about the encounter issued Monday.

The video also is missing the conclusion of the incident, which purportedly shows the officer explain his actions to the passenger, Berg said.

“The passenger indicated he understood why it happened and actually apologized to the officer,” Berg said.

I know whenever i get pulled over the last thing im trying to do is insult the officer. dude in the car is just dumb so the officer can't assume he's safe because dumb people do dumb things when they are desperate...

it sounds like your country is about 20 years behind in the evolution of the term "retard"...there was a period about 15-20 years ago where kids could say it and not get in trouble...now, if you call someone a retard as an adult or in a professional setting you will be looked down upon and could lead to actual consequences such as disciplinary action for kids and even worse for professionals if used in certain crowds...if the president of the US ever called someone a "retard" publicly that would be the end...

A person's background can explain their actions. For example if you have warrants out for your arrest, then it could explain why you don't want to show ID or cooperate with an officer when you are asked questions. This kind of shit can escalate a situation to a level that it doesn't need to be at.
