My father and I go to Eat & Park twice a week for lunch and there are two waitresses that do this, a white girl and a mixed race girl. And a really cute white waitress at Red Lobster that does it with several different colors of eyeliner. I've also seen it randomly around other places when I am out and about. I never realized it was becoming such a fad.
