Seaweed is extremely annoying but probably harmless so at least there's no risk involved in choosing him.

So I guess it depends what you think is more important.

if travel time is important, go with jj over seeweed..... as with jj, you'll be able to take the hov lane unimpeded....

with seeweed, cops are sure to pull you over thinking the masked thing riding shot gun with you is a dummy you're using to try and skirt the "2 passenger minimum" rules for the Hov lane, thereby causing at least one or two delays of about 20 minutes a piece
