As Jmon said, many places charge for the cup. They have to do this because so many people abuse the system. A local convenience store near me started charging 50 cents for a cup because kids from the playground next to it were coming in and out of there all day getting water.

I know what you mean. I have a fountain area in all my shops. I charge for water for this very reason.
