The father was there when it happened. He could have shot the cougar himself, but he did not have a permit to legally kill a cougar, so he handed the gun to his 11 year old daughter who was the only one in the family wither a permit.

There is a pretty clear difference between living out in the woods and carrying a gun and living in the city and carrying a gun IMO on the issue. If I lived out in the woods where territorial and aggressive wild animals live, I would have a gun on me everytime I went for a hike. Guns in cities...carried outside your own home to be exact are to shoot people and only people. I say outside your own home because having a gun for protection from intruders/criminals is different than packing everywhere you go.
