Culture, drugs and the 'dreamers' who move out there same as to Hollywood/NYC to live the dream is the problem. I lived on the island for a couple of years and know that area well. It's right outside downtown Honolulu and is disgusting. Oahu is it's own little ecosystem....nothing like the rest of the mainland. Nothing govt or business can do for that segment who live at the parks.
