It is not a typo. The "Stasi" (Ministerium für Staatssicherheit) http://en.wikipedia.org/wiki/Stasi was the official state security service of the former DDR (GDR), and was one of the most repressive and terrible agencies the world has ever seen.

Kim Dotcom paid an ad agency to do this light installation to make fun of the NSA, by comparing them to the former "Stasi".

I think the whole idea was pretty nice, especially considering that it is not forbidden or anything. The police arrived and stopped it, but no charges were pressed.
