Most of them are loaded restaurant owners which is why they carry loads of cash. If they're chinese and in Canada, 75% are coming from Hong Kong and bought their residencies. These people have boatloads of money from successful businesses in HK. You'll see a lot more of this in Vancouver which is the hub of expat former hong kong residents.

I can't believe I just watched all 15 minutes of that. Pretty interesting stuff. Just goes to show you why Communism always ends up failing. Karl Marx ironically predicted that the wealth and wage gap in a capitalistic society would lead to social upheaval.....but it seems Communism in China will lead to the same outcome as well unless the government gets their spending habits corrected.
