Odd question but do the prisoners get let free during the hurricane?

Streets are flooded i bet its total chaos. I'm sure they had to open up the jail cell and let all the prisoners run free. Probably fights and kind of violence going on.

Your kidding right? They may have to move them, although I doubt that. They don't just let them out!
