yes and i would also make some Eugenics-influenced guidelines as well, such as ratio of forehead protrusion to slope of the exo-cranium, stuff like that

lumping all members of a race into one category is an extremely crude method of determining expectations

any member of any race with a large-ish lower jaw area and an obtusely-sloped forehead should have far lower expectations than members of his same race with a more aquiline jawline and a more present forecranium

I will say its funny listening to palm beach schools saying they wont do this. My son goes to a palm beach elementry school. They are the worst in the state. Its the only place i have been where they get out on every jewish holiday but they call it fall holiday. They lower the standards on their tests so more kids will pass. The schools have high gang and drop out rates. I have switched his school 3 times trying to find the right enviorment for him. Schools are penetrating pitiful here and this is coming from me who grew up in the poor mountain areas of east tennessee.
