When i tried to register I saw, for the first time, a "registration" fee of 15 with a buy in of 0. Is this a mistake or something new?

EDIT: above here is my original thread with the original title (top of this post - not what appears on players talk main page) posted yesterday in poker forum. Why was it moved? Why was the title changed to wording I would not have used? It is wrong to attribute words to someone who did not write them.
