So, i finally chatted with a "Payouts" rep. They stopped complaining about my rollover. It turned out there was a couple of confusing issues:
 
1) They apparently have a blind wall between their sportsbook and poker accounts. Cashouts only happen from the sportsbook. Once I transferred from poker to the sportsbook $100 over what I wanted to cash out, then all of a sudden I could cash out what I wanted to.
 
2) for Canadians, they seem to be very confused about transit versus routing numbers. More info is here: http://en.wikipedia.org/wiki/Routing_transit_number. What I got them to finally agree to is (in Canadian terms) Transit ID+Instituion ID= Routing number. (and it is 8 digits not 9 like they state is required). Also their form did not state there was a problem, therefore, their error checking seems to happen after you submit it and it is anybodys guess if they tell you...
 
Anyways, it seemed like I was the first Canadian trying to cashout from DSI so I thought this might be helpful.
