Reviewing plays and adding penalties (or removing penalties) is not allowed. They just set a precedent. What happens if they review a spot on a running play and find that the center held on the play? Or, less subjective, the WR covered up the TE on the line and the line judge didn't see it?

A few weeks ago the Steelers punched a ball thru the endzone for a safety when it was a penalty but they missed it. When they reviewed the play the Safety stood even though they could see that the Steelers had commited a penalty. They shouldnt have reversed the TD
