    Question
If you had written a computer program for selecting ML underdogs in baseball, hockey and the nba..

and lets just say this program could hit in the 48%-51% range, longterm, over about 130 plays per month, with an average payback of about (+1.30)

how would you go about capitalizing on it?

Maybe I'm not following you or something. Use any A or B rated book listed here on SBR. As in what manner? You said that they're ML with an average return of +1.3. What am I missing here?

          flat bet, kelly bet?

          just looking for opinions?

move to vegas, canada, costa rica... do it all online, with locals..

will you eventually be kicked out?

unless your program weighs plays based on strength flat play them anywhere you feel comfortable.

Personally, I would just flat-bet, since I don't think your software tells you the weight of the plays (I'm assuming here). As for where, stick with what you're doing now - go with online books and locals. Moving to vegas is quite the stretch, and imagine having to go to the sportsbook daily to make your bets (not counting have to drive to multiple books to grab the best line). I don't see how relocating to Canada or Costa Rica would help you, either.
