    yes of course they can

however at many books one would need to provide evidence of a residence outside of the US

This is what I don't understand. Why would they insist on proof of residence if they know you are not a US citizen and they know you are betting from outside the U.S?

Books in regulated jurisdictions such as the UK and Australia are required by law to undertake certain ID verification to curtail money laundering and other crimes. Invariably that involves proving where you live and for various reasons (probably mostly fear of upsetting Uncle Sam) I don't think they will allow you to register a US residential address.

I suggest you phone the book(s) you are interested in joining and ask them about it.

honesty I'm not sure about what you ask a bit of complex for me but if you are asking this; "an italian works and lives in USA and he goes to UK for two weeks, can he bet legally during holiday?"

yes he can, also citizenship doesn't matter, important thing is place.an american can bet legally too in UK. if a person goes to a country where gambling is legal everybody can bet legally there even an american does
altough an British can't bet in US legally.

yes, that's true if you walk into a betting shop in the UK and bet with cash but opening an account at an online book is trickier

as to Brits betting legally from the US: well as I understand it in most States of the US it isn't a crime for the player to bet on sports - it is against the law to make a book .. quite different things

of course the principal books such as BetFair and Pinnacle will detect your location and not permit you to place bets if you are in the US

So you are saying one can register with their US address, then go on temporary leave to Mexico for a year and make bets at Pinnacle while your there with no qualms?

I don't think so, an american can should open an account in UK (online book) both are gamble...online sportsbook or only single bet in betshop. Nobody (US government or UK government) can block. if a person been in UK, UK rules valid for him/her. his citizenship is not problem. if you go to Iran, islamic rules valid they don't care about your religion or citizenship
Also if US government let to British people, there is a double standard.not fair...also all I know that betfair blocks accounts if a customer login in a country where gamble is illegal.they can detect IP adresses and countries. so a british can't bet in US practically (but here are some IP switcher programs if he use, might solve this problem,I'm not sure)

if you will spend one year in Mexico you may have an Mexico adress already. Can't you? Altough if you decide to use an US adress and if you explain your situation they would accept you as a custumer. Betfair and Pinny already may detect your IP and country. You should send an mobile phone bill or another proof (maybe about hotel) and you have to use an mexican bank to withdraw, they would not send your money to an american bank

Everybody says "doesn't accept americans" that is not true. these books don't accept customer from US

I would assume it would have to do with your transfer of money location.
